The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV). This position is assigned to the Bureau of Water Resources' Wetlands & Waterways Program in the Southeast Regional Office. MassDEP's Southeast Regional Office serves 84 cities & towns situated in Southeastern Massachusetts including Cape Cod & the Islands.

This position will be based in MassDEP's Southeast Regional Office located in Lakeville, MA and will assist in the permitting, planning, and policy tasks associated with the Waterways and 401 Water Quality Certification Programs.

Under the direction of the SERO Wetlands & Waterways Section Chief the EA IV will be responsible for supervising a team of Environmental Analysts/Environmental Engineers and reviewing of applications filed under 310 CMR 9.00 and 314 CMR 9.00, conducting public hearings and preparing license conditions and other licensing documentation; reviewing MEPA applications and drafting comments; assisting in policy development, implementation and interagency coordination; participating in enforcement activities; and collaborating with program staff in the processing of appeals.

Duties for this position include, but are not limited to, the following:

  • Review, evaluate and process Chapter 91 and 401 dredge permit and license applications and draft permit and license conditions.
  • Conduct public hearings
  • Maintain complete application file on all projects
  • Perform field compliance inspections and conduct enforcement activities as directed.
  • Meet with applicants before and after applications are submitted to offer guidance on licensing and permitting requirements
  • Collaborate with the Waterways Program's MEPA coordinator, formulate and draft comments on MEPA projects to provide pre-application guidance to project proponents and help ensure that all necessary information is gathered for permit and license applications
  • Participate in policy development as directed.
  • Represent the Waterways Program in administrative appeals and litigation, as directed, including collaborating with designated staff responsible for coordination and oversight of appeals, participate in the development of settlement and litigation strategy with the Office of General Counsel, and provide written and oral expert testimony, as required
  • Collaborate with the Office of Coastal Zone Management in the Municipal Harbor Planning review process
  • Issue written determinations and draft permits and licenses
  • Coordinate with other state agencies, as needed, regarding licensing and permitting requirements
  • Perform enforcement and compliance duties, including complaint investigation and onsite inspections, enforcement document preparation, and representing the Waterways Program at enforcement conferences/hearings

Preferred Qualifications at Hire:

  • A comprehensive understanding of the Wetlands Protection (310 CMR 10.00) and Water Quality Certification (314 CMR 9.00) regulations; M.G.L. c. 91, the Public Waterfront Act, and the regulations at 310 CMR 9.00.
  • Knowledge of dredging and waterfront planning principles;
  • A general understanding of MEPA,
  • A thorough understanding of Municipal Harbor Planning, and other applicable state regulations
  • Knowledge of the methods of general and technical report writing;
  • Excellent written and oral communication skill, including strong public speaking abilities;
  • Extensive experience in reviewing complex projects and reading site plans;
  • Knowledge of digital mapping processes

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
