Job Description Senior Buyer & Property Administrator Senior Procurement and Property professional who works very closely with external suppliers as well as with internal customers including program managers, engineers, manufacturing, planning, finance, contracts, and quality.

Responsibilities include :

Provides oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance. Validates quantity, schedules, inventory balances, orders and inventory policy compliance. Ensures compliance with company procedures and regulatory requirements. Delivers timely and accurate status for purchase orders and inventory to internal stakeholders Review, assess, and approve of purchase requisitions to assure all criteria and requirements are included / addressed. Review the Justification for other than Full and Open Competition to assure its completeness. Review supplier quotes, address any vendor exceptions to MIKEL Standard Terms and Conditions. Lead negotiations with suppliers to achieve fair and reasonable results. If applicable, perform supplier assessments with the program team to finalize supplier selection. Formally document purchase orders including details of summary of award; source justification; price analysis methodology; negotiation strategy and summary; performance to budget / target; and risk assessment. Issue purchase orders. Perform routine post-award management activities including PO acknowledgement, delivery status, expedites, risk mitigation, work with the MIKEL employee responsible for Receiving and Issuance on any receiving issues, and with Accounts Payable on invoice issues. Support communication meetings between suppliers and internal customers. Prompt and timely respond to all internal customer requests, and keep all internal customers apprised of their purchase requests. May be required to participate in supplier development activities. Manage property control activities to ensure continual accountability of government, and company property, in accordance with applicable government regulations. Implements property management processes pertaining to acquisition, receiving, identification, records, inventories, subcontractor control, storage, movement, utilization, maintenance, reports, relief of stewardship, disposition, and contract closeout. Responsible for ensuring audit readiness (government and internal) and accurate data records for the entire life cycle of all government property. This includes procurement records, equipment movement, data change, quantity change, transfer, and disposition. Responsible for documenting (record keeping) all disposition, transfer, administrative adjustments, or property loss, and maintaining records including all DD250s, DD1149s, packing slips, inventory forms, and property modifications on contracts which include closeouts and loss reports. Responsible for supporting dissemination and reconciliation efforts for all physical inventories of program property on a monthly basis. Responsible for tagging all government property with applicable government property tags. Conducts inventories, reconciles reports and prepares reports and metrics. Assists with and/or develops procedures, instructions, forms, and training programs. Maintains property record databases for uniquely identified property, summary records, subcontractor property, excess property and disposed property. Prepares various property reports upon request such as government inventory and government property status. Participates in government property related meetings and organizes materials for the preparation of meetings, presentations and training sessions. Acts on own initiative on assigned property control activities of increasing complexity with little supervision. Conducts investigations and inquiries into specific government property control management problems. Perform all aspects of administrative and technical property administration and coordination work with Teammates (e.g., receiving, inspection, inventory scheduling, movement, storage management, cataloging, property utilization, LTDDs (Lost, Theft, Damage, Destruction), disposition and task order close outs) Maintain property accountability records and determine condition and arrange disposal of surplus or obsolete material or equipment utilizing PCARSS. Responsible for coordinating and assisting with the management of inventory schedules for all property and materiel. Responsible for coordinating accuracy of initial and replacement material/equipment procurement through Cost Point. Perform scheduling and coordination, within Cost Point, for the movement of materials and equipment to support manufacturing/production needs. Responsible for the accuracy of supply records in Cost Point

Required Skills :

Minimum 10 years experience. Must be a US Citizen and have ability to obtain and maintain a US Government security clearance. Demonstrated ability to effectively manage job responsibilities with minimal supervision. Ability to multi-task and perform effectively in a dynamic, fast paced, changing environment. Excellent organization and time management skills must be able to manage multiple priorities simultaneously and meet team performance cadence. Strong interpersonal and influential skills. Proven ability to communicate effectively, both written and verbal, with internal customers. Proficiency to perform and comprehend price and cost analysis, source selection/justification, analysis of supplier quotation. Demonstrated understanding of all phases of sourcing and procurement execution. Demonstrated Leadership skills influence, presence, ability to interface internally and with suppliers Demonstrated ability to place and manage high volume of Government purchase orders to FAR and DFARS requirements. Negotiation skills (internal, across the businesses; external with suppliers) - ability to support negotiations and teleconferences (price, schedule and supplier exceptions to contractual flow down requirements). Strong analytical, problem solving skills and ability to think strategically. Demonstrated ability to quickly assimilate new information, processes and tools and adapt to change. Ability to build relationships and effectively collaborate across the enterprise in a virtual environment. Proposal expertise and understanding of all phases of sourcing and procurement execution. Support program travel needs to visit supplier upon request.

Desired Skills :

Efficient and knowledge of Deltek Cost-Point, and other procurement tools. DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS).

Required Education : Bachelors degree in supply chain, business management, financial, engineering/science or an equivalent degree.
