Job DescriptionAgency: Catholic Social ServicesPosition Title: Vice President, Program ServicesCatholic Social Services (CSS) is the human services arm of the Catholic Church within the Diocese of Fall River. Catholic Social Services’ programs help people of all faiths; everyone is welcome. The vision of CSS is to reach out to people in need to help them achieve self-sufficiency and live with dignity. This is accomplished through many programs including: individual and family homeless shelters; permanent supportive housing; legal/immigration services; re-entry program; adoption; disabilities program; and housing counseling. CSS is seeking a Vice President of Program Services as part of the Senior Management team.Reports to: CEOSupervisory Responsibility: The Vice President (VP) of Program Services will oversee the supervision and management of all CSS programs and services including: homeless shelters, housing programs, and community programs.Position Summary: The VP provides leadership, supervision, oversight, facilitates organization-wide communication, and monitors all programmatic and service activity. The VP has a clear understanding of human service programs and operations, various populations and needs, and trauma-informed services, and provides clinical depth at the Senior Management level for effective clinical management of the programs. The VP ensures quality care, efficient and effective programming, and organizational success. The VP consistently communicates issues and needs of the staff and clients to the Senior Management team and ensures constant feedback. The VP keeps all functions of the programs operating safely, efficiently and cost-effectively. The VP excels at assessing and responding to needs, managing change, and building a unified agency culture consistent with its vision and mission. Knowledge, Skills, and Abilities: The successful candidate is a seasoned and process-minded leader with experience in supervising and evaluating existing services, and implementing new services as consistent with CSS’ mission, vision, values, and strategic plan. The VP oversees all programs and their coordinators and champions program expansions. The VP monitors and provides direction to program coordinators as it pertains to program budgets. He/she mentors service excellence through all programs and closely monitors mission impact of each program. The VP role-models honesty and integrity. He/she is a strategic leader who has the intellectual depth, maturity and collaborative skills to garner trust and confidence of senior management, staff, volunteers, donors, clients, the CEO, and the Board of Directors. He/she can focus on the details and has the flexibility and nimbleness to respond to changing needs. The VP leads and motivates, and can successfully mediate and negotiate with individuals and groups internally and externally. He/she can balance competing priorities, complex situations, and tight deadlines, and has the necessary attitudes, knowledge and skills to deliver culturally competent services. He/she has excellent written, verbal, and interpersonal skills.Responsibilities:Team Collaboration: Works with other members of the senior management team to create and represent unified leadership; facilitates integration of administration and programs; oversees crisis communication planning and implementation; constantly informs direct reports of expectations/decisions; actively works with senior management to develop and implement a comprehensive program services delivery strategy; ensures no communication gaps between programs and administration.Leadership: Supervises, trains, mentors and coaches staff to encourage ideas and innovation; identifies and executes efficient processes and procedures across management, administration, and programs; instills transparency, trust, capability, and energy leading to high achievement; leads program management staff in addressing priorities, goals, and long-term plans and timelines; creates systems that ensure accountability; maintains positive working relationships with internal and external stakeholders and funders; has confidence in taking charge of a situation; has the ability to overcome resistance to leadership and is able to take unpopular stands when necessary.Culture: Receives direction from the CEO in the formation of the culture of CSS; represents and holds others accountable to representing the values of CSS and continually monitors the environment to ensure the culture is vibrant within the agency; continuously works toward maintaining a results-oriented, learning, faith-based organizational culture; represents the agency with community organizations, parishes, local, state, and national entities dealing with social welfare issues.Overall Organizational Indicators: Manages CSS’ portfolio of programs/projects through efficient monitoring of goals, associated milestones, budgets, resource allocations, and clients served; ensures compliance with all regulatory and licensing requirements and adherence to agency policies and procedures; ensures that project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact; takes a leadership role in the writing and response to funding and service initiatives, proposals, and RFRs. The VP, in collaboration with the COO, develops and oversees the risk prevention and management as well as the quality management and outcomes of administrative functions and direct care programs.Executive Team Participation: Participates in regular meetings of the Senior Management team and select committees of the Board; and actively works with the CEO and executive staff to develop and implement a comprehensive program services delivery strategy; helps create the development of the overall organizational strategy and key indicators of success; creates and coordinates organizational processes and technology needed for the definition of program and department performance, including goals, objectives, outcomes, targets and key performance indicators; is a team player who promotes a culture of excellence and learning.Budget Development/Oversight: Ensures resources are allocated ideally, each program is adhering to its budget, and contracts are executed appropriately with adherence to city, state, and federal regulations.Human Resources: Provides consultation to program coordinators and Human Resources on the development and implementation of staff training and professional development programs; provides oversight, with program coordinators and Human Resources, of the hiring process for all positions within designated program and department areas; implements agency personnel policies and procedures. Education: Master’s degree and licensure in Social Work, or other clinical area of Human Services required.Experience: 7-10+ years successful leadership experience and supervision within a non-profit agency; demonstrated experience with development and successful management of program services in accordance with licensing/accrediting standards, government regulations, organization policy, and procedures; proficient in Word, Excel, Outlook, PowerPoint;Other requirements: Valid Driver’s License; ability to travel to multiple sites within the Diocese of Fall River.
