test and evaluation services to the Navy, chiefly for submarine

Primary Duties and Responsibilities:
SEA CORP's EW Hardware and Special Projects group is seeking a
Project Manager to support execution of ongoing tasking.
The Program Manager is concerned with the overall planning,
direction and success of major programs, systems development
efforts, and research or technology initiatives which have great
significance to the activity's and agency's needs. Programs are
typically large, multi-year efforts divided into several
sub-programs/tasks. The Program Managers is also responsible for
the overall program definition, organization, and direction of
short and long range plans. This includes the responsibility for
formulating, guiding, and directing the technical approach; and
defining and negotiation with activity and agency personnel for
necessary resources. Establishment and control of technical
milestones, schedules, budgets and costs are also essential tasks
for the Program Manager.
Responsibilities and duties will also include:
- Work with Technical leads to define schedule and resources and
coordinate internal personnel resources across multiple tasks.
- Coordinate with technical personnel to include vendor
information in project timeline
- Develop project spend plans for a combination of Cost Plus and
Firm Fixed Price efforts
- Track all project budgets, deliverables and milestones to
ensure successful project execution
- Support Technical leads in the definition of project scope and
objectives, involving all relevant stakeholders and ensuring
- Measure project performance using appropriate tools and
- Collect and analyze cost performance data reports in order to
identify cost, schedule, and performance trends and deviations and
recommend corrective action
- Attend meetings and briefings on EVM, IPTs and schedule
Work Environment & Physical Demands:
This position requires the following physical activities: Sitting,
standing, extended periods of time using a mouse and keyboard and
looking at computer screens. Infrequent lifting of
Education: A Bachelor's Degree in a Technical or Management
discipline is required.
Experience: 5+ years of relevant experience is required. Must be
able to attain DoD security clearance. Familiarity with Earned
Value Management (EVM) concepts and implementation. Familiarity
with Project Schedule Health tools, such as the DCMA 14-Point
Assessment a plus. Project Management Professional (PMP) / PRINCE
II certification is a plus. Excellent client-facing and internal
communication skills. Excellent written and verbal communication
skills. Solid organizational skills including attention to detail
and multitasking skills.
Clearance Required: Secret. Can be obtained after date of hire.
